 An FFL (Federal Firearms License) dealer is a person or business authorized by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) to legally sell, transfer, repair, or manufacture firearms in the United States 

 An FFL (Federal Firearms License) Transfer is the process of transferring a firearm from one federally licensed dealer to another. If you purchase a firearm online or from an out-of-state seller, it must typically be shipped to a licensed New York FFL dealer before you can legally take possession. 

•  Purchase a firearm from a retailer or private seller. 
• Select a New York FFL dealer to receive the firearm. 
• Have the seller ship the firearm to the receiving FFL. 
• Once the firearm arrives, you'll be contacted to complete the transfer. 
• Complete all required federal and New York State paperwork.

In New York State, a pre-purchase pistol permit coupon (or amendment document) does not expire for the Federal Firearms License (FFL) dealer. While coupons often have expiration dates for the permit holder (e.g., 14 days), this only limits when you can pick up the firearm. FFL dealers are required to follow NYS procedures.
